STUDENT COUNCIL FOR EXCEPTIONAL CHILDREN CONSTITUTION

ARTICLE I Name
The name of this association shall be the Student Council for Exceptional Children, hereinafter referred to as SCEC.

ARTICLE II Nature and Purpose
Section 1. Nature. SCEC shall be an association of students interested in persons with exceptionalities. In its nature, it shall present students with opportunities to improve educational professional standards and/or increase awareness of children, youth, and adults with exceptionalities. IT shall also be the focal point for the “professional preparation” of any student interested in services for child, youth, and adults with exceptionalities.

Section 2. Purpose. The purpose of SCEC shall be to promote professional standards of a high order and improve the preparation of all prof4essionals dealing with persons with exceptionalities. It shall further be the purpose of this organization to promote programs designed to enhance the professional development of its members in serving children, youth, and adults with development of its members in serving children, youth, and adults with exceptionalities and to disseminate information to inform the public of the needs of persons with exceptionalities at the local, state, regional, and international levels. IT shall also be the purpose of this organization to interest and involve all students concerned with the welfare of children, youth, and adults with exceptionalities.

ARTICLE III Membership
Section 1. Composition of Membership. All individuals who hold student membership in the Council for Exceptional Children shall be member of SCEC at the national level. All other students not holding national membership will be considered members at the local level.

Section 2. Membership year. The policy pertaining to the membership year shall be consistent with the policy of the Council for Exceptional Children. A student may join at any point during the year.

ARTICLE IV Organization
Section 1. Relation to CEC. SCEC shall be an association within the Council for Exceptional Children.

Section 2. Fiscal Year and Administrative Term of Office. The fiscal year and administrative term of office shall be January 1 through December 31.

ARTICLE V Elective Bodies

Section 1. Executive Committee
a. The Executive Committee shall consist of the officers of this organization: namely, President, Vice President, Secretary, Treasurer, Membership Chairperson, and Fundraising Chairperson, each of whom shall be elected annually.
b. The terms of office shall be for one year. Members may be reelected for positions during consecutive years.
c. Powers and duties of the officers on the executive committee may be distributed at the discretion of the officers and the faculty advisor.

ARTICLE VI Appointive Bodies
SCEC is authorized to establish and finance the operation of committees and such other types of appointive bodies as may be needed.

ARTICLE VII Meetings
Weekly executive officer meetings will be held during the fiscal year. Regular organization meetings will be held bimonthly as the college calendar permits

ARTICLE VIII Publications
The SCEC secretary shall publish information to be distributed to the entire student membership by mail or electronic mail.

ARTICLE IX Implementation
The SCEC executive committee shall adopt this constitution to become effective immediately.
